The Technical Education and Skills Development Authority (TESDA) will conduct the 2008 Impact Evaluation Study (IES) of Technical Vocational Education and Training (TVET) Programs on the second and third weeks of November 2008. The survey aims to evaluate the relevance and effectiveness of TVET programs. The results of the study will serve as a tool in determining policy recommendations that will guide TESDA in the planning and policy making functions for the whole sector.

The 2008 IES will cover SY 2006-2007 graduates for school-based programs and CY 2007 graduates for center-based, enterprise-based and community-based programs. In addition, graduates of TESDA scholarship programs and the TESDA Women’s Center will be part of the study. The survey will generate the following information: employment rate, absorption rate, skills utilization rate, length of job search and income/wage levels of employed TVET graduates. The total sample size is 13,073 TVET graduates, with an estimated cost amounting to Php 1,048,251.00, or around Php 80.20 per respondent. A national report will be completed in the first semester of 2009.

As early as 1996, the TESDA has institutionalized the Monitoring and Evaluation of Training Performance (METP) aimed at updating data that would provide reliable signals relative to the implementation of TVET programs. This was followed by two graduate tracer studies, with the first conducted in CY 2000 covering graduates of TESDA-administered schools, and the second, in CY 2002, with expanded coverage to include other public and private technical vocational institutions. In CY 2006, the 2005 IES was conducted, which was more comprehensive than the previous tracer studies as it covered the different delivery modes of training, namely school-based, center-based, enterprise-based and community-based training programs. In 2007, the TESDA conducted another tracer study, but this time focused on the graduates of its Jobs-Directed Scholarship Program.

Clearance of the 2008 IES is granted through the Statistical Survey Review and Clearance System (SSRCS) of the NSCB, a mechanism instituted through Memorandum Circular Nos. 4-88 and 4-95 to: (1) ensure sound design for data collection, (2) minimize the burden placed upon respondents, (3) effect economy in statistical data collection, (4) achieve better coordination of government statistical activities, and (5) inform the private sector and the public in general that a government survey operation has passed clearance and enjoin their cooperation in the conduct of the survey.
